Its membership consists of African-American school superintendents, deputy and assistant superintendents, and middle level, beginning level, and aspiring administrators. CAAASA partners with the National Alliance of Black School Educators (NABSE), a thirty-six-year-old membership organization of more than five thousand African-American educators, whose mission is to promote the education of African-American and other underachieving students. CAAASA has been joined by NABSE in declaring "Education is a Civil Right" and insists that this nation establish a zero tolerance policy on illiteracy, dropping out of school, and failure in education.
